REQUIREMENTS FOR A COURIER SERVICE OPERATOR LICENCE IN KENYA
The Communication Authority of Kenya is the body mandate to license postal and courier service operators in Kenya and is seized with the responsibility of issuing both national and international courier operator licences.
According to the Authority, an applicant for a courier licence is required to submit the following document and information when applying for a courier licence:
- A cover letter addressed to the Director/Licensing, Compliance and Standards on applicant’s letterhead.
- Duly filled and completed application form CA/F/LCS/ AF3.
- Affidavit in support of the application (template on the application form).
- Certificate of incorporation.
- Shareholding structure CR 12 not older than 2 months. (Where there is a company who is a shareholder in the applicant company, its copy of CR12).
- National Identity Cards (ID) for Kenyan and Foreign passport bio data for all Directors and Shareholders of the Applicant.
- Memorandum and Articles of Association of the Applicant if a company, if PBO or a Society its Constitution, if Cooperative Society its By-Laws/ Minutes of the last AGM Meeting, if Partnership a partnership deed.
- Applicant’s Kenya Revenue Authority PIN.
- Applicant’s Valid Tax Compliance Certificate.
- A business plan showing the details of the services/network proposed, market to be served and business expansion for at least the initial three years of operation. (The business plan must have the following: Executive Summary, Financial Information, Technical Information, Billing Information, Quality of service Assurance, Staff in service, Market information and any other relevant information)
NOTE:
- The above documents must be certified by a Commissioner of Oath/ Notary Public.
- A minimum of 30% of applicant’s total shares must be allotted to Kenyan citizen (s).
- If the applicant is listed in stock exchange in Kenya it must provide a Certificate from Capital Markets Authority (CMA).
- Both sides of the ID should be copied onto the same side of an A4 size paper.

Timeline:
An application that meets all the licensing requirements, will be processed within 105 days from the date when all the requirements have been submitted.
Approval:
If the application is approved, you will be informed in writing (letter of offer) and may also be contacted via phone/email. The letter of offer is valid for a period of six (6) months from the date it’s written and states the amount of money to be paid before a licence is issued. Once you have paid the offer fees, you will be issued with a Licence. You will be required to put the Licence into operation within 12 months from the date of issuance of the Licence.
